Although I do find it amusing that the lapped cars seem to be still racing on a dry track for a lap or two until they catch up to the lap the rain starts on which is a different issue.
This is by far the worst thing about rain in this game and one that will never make sense to me, surely it's easier to program the game like this but it's so damn painful when you pit 1 or 2 laps before you catch up to the lap that the leader is in (which is raining or just stopped raining) and you get the wrong tyres for it.
