You can if you download the excel sheet with the list of all the drivers currently in the market.

If I had to guess why, I would say it has to do somewhat with a sense of patriotism :P

Personally, I only hire drivers that don't speak English.

I find that when it comes time to intentionally sabotage my driver's races, i.e. failure to change worn car parts, mandating extra laps, adding water to his fuel, etc, in order to prevent my driver from thinking that he should be racing in a higher class than where I currently need him, my driver's will typically quit talking to me anyway. By ensuring that they don't speak English to begin with, I am just fast tracking the process and skipping all of the unnecessary prattle in between.
