In general, individual tribute threads are not permitted and such things should be posted in the general Tribute Thread. However, there are some exceptions.

Given the nature of the game and a lot of its user base, major motor racing names (not just anyone associated with but significant names) would be permitted their own thread (and hopefully used to discuss their career, achievements and memories of them and such like and not just everyone saying "RIP"). As such, best to just name the threads the name of the person concerned, or tribute to, as oppose to focusing on the RIP part. Let the thread be focused on celebrating what they've done and why people want to discuss them.

Also, on the very rare occasion that one of GPRO's own managers pass, an exception would also be made. Major news events, such as terror attacks, have also been permitted their own threads (although please keep all political opinion out of such threads - while I personally encourage such discussion in the appropriate places, the GPRO forums is never the place for political discussion, as per the rules).
