Final starting position = Q1 + Q2
Also, you obviously forgot that Q1 was in the wet and didn't use wet tyres...

To summarize: You lost ~10 seconds to pos 27th in Q1, the few seconds you gained in Q2 wasn't enough to pull you higher in the qualify standings.

That doesn't mean much, what you need to check is race analysis /RaceAnalysis.asp
Under Race information it will tell you this:
Session Tyres Q1 Rain Q2 secret Race secret
Quite likely you did use dry tyres in qualify.
