Is it because it's last race of season or purely a bug?

I believe it is a bug. You should be able to dismiss the TD after the last staff decision and before the last race. I will fix it for next season.

While you're at it, could you consider changing the time in which you can't dismiss a TD from "on staff market days" to "24 hours before the staff market deadline"?

Since we have variable prices for staff offers, there's only 11 hours between the last moment a TD can appear on the market, and the moment the offer price goes up.
