Not sure if this is really a bug or a feature .... and i certainly am not bothered about it, i think it was my fault.
When you agree a new sponsor you pick a spot and i picked (ignorantly) one that already had a contract. I am now at 100%, but i cannot accept the contract, But i cannot go back and swap it or renegotiate.
My view is actually it could be a feature - where you could queue up a new contract for next year to give you a greater opportunity.
You can queue up sponsor for a certain amount of races, until the spot becomes free. If the spot doesn`t become free in that amount of races, he will cancel the contract.
Edit: Oh, you mean going back and changing the spot to another one that is available...that would lead to a lot of exploits imo, which is why I don`t think it will get implemented.
